The new school fees system takes into account parents’ and students’ interests because they are the primary beneficiaries. Education helps to build a better society, but this can only happen if students access necessary resources.

Citizens who get an education, especially higher education, get better jobs, which translates to better income and lifestyles. Education also benefits society; there is better health and low crime rates. The new school fess systems take this into consideration for the benefit of its citizens and country.

This Framework will take Effect during the 2019-2020 Academic Year

This framework was not hastily implemented; it will come to fruition during the 2019-2020 academic year. Each academic year is divided into trimesters, and each academic year consists of at least 180 days. Private and public institutions must offer the minimum number of school days directed by the Ministry of Education. This includes all the institutions following the ministry’s curriculum and private institutions with a foreign curriculum.

Private Schools that will not be allowed to Increase their Fees

If a private profitable school’s quality of education keeps declining according to evaluation by the Dubai School Inspection Bureau, it will not be allowed to increase its school fees. Poor quality education might be caused by poor leadership, poor quality services, and lack of resources.

Private Schools allowed to Increase School Fees

Profitable private schools that are consistent with their rankings are allowed to increase their fees. When the School Inspection Bureau inspects a university in Dubai and continues to uphold high-quality standards and ranking, it is allowed to increase its school fees. Quality education benefits the individual and society.

Most Private Schools will not Increase their Fees

According to the quality of education in Dubai private institutions over the years, almost 90% of students will not experience hiked school fees in the 2019-2020 academic year. This means that many private institutions will not increase their fees during the 2019-2020 academic year. The Knowledge and Human Development Authority prioritizes student’s and parent’s interests and also encourages investment in education.

Increasing Fees Based on Rank Improvement

Private institutions whose ranking moves from very good to outstanding can increase their fees by 1.5 times of the cost index value followed by educational institutions. Private schools whose ranking improves from good to very good are allowed to increase their fees by 1.75 times. Schools whose rankings go from very weak to weak or improve from weak to acceptable can increase their fees by 2.07 times.

Education Cost Index

In 2018, the Dubai Statistics Center estimated the Education Cost Index at 2.07. Only eligible private institutions are allowed to increase their school fees. This depended on the outcomes of the Dubai School Inspection Bureau. 90% of students will not experience an increase in school fees of more than 2.07%.

Non-Educational Service Fees

Non-educational service fees are not included in school fees. These services include transport fees, school supplies, and uniforms. The Knowledge and Human Development Authority encourages the involvement of all concerned parties before increasing non-educational service fees.

The new school fees framework takes effect from the 2019-2020 academic year. This system was developed with private schools’ requirements and the needs of parents. This is done to enhance the quality of education in the region. This framework was designed based on the annual results of the Dubai School Inspection Bureau and the Education Cost Index.
